Andorra government aims to decriminalize abortion by April 2027

The government of Andorra intends to pass a law decriminalizing abortion by April 2027, Prime Minister Xavier Espot said on September 8. The government aims to achieve this before the parliamentary elections scheduled for that month, even if it cannot reach an agreement with the Holy See.

The debate is unique due to Andorra's constitutional structure, which features two heads of state: the president of France, Emmanuel Macron, and the Catholic bishop of Urgell, Josep Lluís Serrano Pentinat. As the bishop serves as a co-prince, the legislative proposal involves the country's institutional religious leadership. While Espot acknowledged that discussions with the Holy See would continue, he indicated the government expects to move forward with the law regardless of the outcome of those talks.
