Bishop Gerardo Alminaza calls for wider consultation on Pax Silica hub

Bishop Gerardo Alminaza, president of Caritas Philippines, called for broader consultation and dialogue regarding the proposed Pax Silica industrial and technology hub in the Philippines. During a press conference on September 22, Alminaza, who is also the bishop of San Carlos, stated that the project appears to be moving too quickly without sufficient study or engagement with affected people, particularly indigenous Aeta communities.

The proposed 1,620-hectare development in New Clark City, Tarlac, aims to attract investments in semiconductors, artificial intelligence, critical minerals, and advanced manufacturing. While the Bases Conversion and Development Authority promotes the project as a major investment hub, Alminaza requested full disclosure of project plans, agreements, and studies regarding water and energy. He also sought an independent assessment of the cumulative environmental and social impacts.

Alminaza expressed concern over the project's resource requirements, noting that officials estimate the development could need between 65 million and 90 million liters of water and 3 gigawatts of power daily. He questioned how the project would source water and whether supplies would remain dependable during droughts, noting the potential impact on rivers, watersheds, and farms. The bishop urged the government to avoid making irreversible commitments until land rights, water security, and ecological risks are fully addressed.
