Tamil civil society groups and members of the public issued a declaration calling for international justice regarding mass graves, including the site at Chemmani. During a gathering at Nallur Kittu Park in Jaffna on September 13, participants urged for an international investigation into these sites.

The declaration states that approximately 600 human skeletons were discovered in the Chemmani-Sithupathi mass grave. The groups demand that excavations and forensic analyses at these locations be conducted with the help of international experts to ensure all evidence is properly preserved.

The declaration further requests that the United Nations take full responsibility for investigations into international crimes committed against the Tamil people. The groups are calling for an independent and impartial international mechanism to investigate these crimes, address the status of forcibly disappeared persons, release long-term political prisoners, and repeal the Prevention of Terrorism Act. They also called for the removal of militarization in the north and east to protect the daily lives of citizens and preserve Tamil history and culture.
