CONCAPA lleva el Defensor del Pueblo la exclusión de concertados en ayudas energéticas

The Confederación Católica Nacional de Padres de Familia y Padres de Alumnos (CONCAPA) has filed a complaint with the Ombudsman regarding the exclusion of centros privados concertados from the PREE Docente program. The organization is asking for a review of this limitation and a formula to finance actions in these schools.

The program was authorized by the Council of Ministers on June 29, 2026, with 200 million euros to improve the energy efficiency of public educational buildings. The funds come from the Fondo Nacional de Eficiencia Energética and cover improvements in climatization, thermal insulation, lighting, renewable energies, and control systems. On July 21, the Conferencia Sectorial de Energía agreed on the territorial distribution of the funds among the comunidades autónomas and the cities of Ceuta and Melilla.

CONCAPA argues that the building ownership criterion excludes students who receive education within the public service. The organization notes that the Ley Orgánica de Educación establishes that this service is provided through public and centros privados concertados. CONCAPA maintains that deficiencies in climatization and extreme heat affect students regardless of the type of center and requests that resource allocation consider the conditions in which minors study rather than who owns the property.
