The Institute of International Affairs describes this evolution as narrative warfare, where specific stories are constructed and spread to shape how people perceive events. While propaganda has been used in past conflicts, the speed of modern digital communication allows manipulated content to reach millions of people through social networks and automated systems in minutes.
