While most transfers occur peacefully, some priests react to these changes by encouraging parishioners to collect signatures to protest their reassignment.

Bishops make these decisions after consulting relevant parties, often citing various reasons for moving priests. These reasons include physical health, age, or exhaustion in a specific location. Other factors include difficulties in relationships with parishioners or fellow priests, poor pastoral or economic administration, or the need for a priest with specific skills to build a new church or rebuild a community.

Priests may also be moved to serve in seminaries, diocesan curias, or to pursue higher studies and missionary work. Although these changes can be emotionally difficult for both priests and their congregations, they are presented as necessary for the administration of the Church.
