Reports submitted to Pope Leo XIV suggest expanding the participation of religious and laypeople within Church structures. These documents also propose reforming ad limina visits, which are the periodic reports bishops send to Rome. Under the proposal, the People of God would help prepare these reports, a diocesan delegation could accompany bishops, and an independent commission would periodically evaluate the process.
