Cardinal Walter Brandmuller stated that a synod is an assembly of bishops. Writing for InfoCatólica, Brandmuller argued that creating such bodies stems from a desire to implement secular structures and democratic procedures within the Church to keep pace with modern times.

Brandmuller claimed that this approach introduces a model of synod inspired by Protestantism. He noted that in such a model, members are elected democratically from among pastors and men and women from various professional and cultural backgrounds, all possessing equal rights to speak and vote.
