Archbishop Inácio Saúre described unemployment as one of Mozambique's shameful valleys of tears during a graduation ceremony for the Catholic University of Mozambique. Speaking on September 18, the Archbishop of Nampula told graduates that youth unemployment and the unresolved circumstances regarding the killing of Bishop Osório Citora Afonso of the Diocese of Quelimane are painful realities facing the nation. Saúre urged graduates to use their education to create opportunities and serve the common good rather than viewing their degrees solely as a path to personal employment. He encouraged students, specifically those from the law school, to use their knowledge with conscience to promote justice, human rights, and dignity. The Archbishop advised the graduates to promote innovation and put their knowledge into practice to help address the rising rate of unemployment in the country.
